To create the exterior (and a 3D cab if you want one), you can use Google Sketchup or Blender. The rest I believe has to be manually coded.
A.K.A Skinnylee2 (http://www.youtube.com/skinnylee2). I am also the fill-in guy for SubwayTrainOperator5, so I sometimes upload openBVE videos onto his channel.
Favourite engine sound: Detroit Diesel Series 50
Favourite transmission sound: Allison B400R4/5
Talk smack to me on this forum and you will be reported to a moderator. No exceptions.

The exterior can be handled by the way mentioned above, while the "rest of the train" ie, the sounds and the physics can be handled either manually through the train.dat file, or the train editor program. Handling the code for the trains are easy. The hard part is finding the proper sounds that can be easily manipulated.

If someone else can master the exterior and cab views, I can help with the sounds and physics.

Mr. Nicholas Blonski,
How do you convert Sketchup or Blender objects into BVE objects?
Good day,

@WMATARAILFAN, do you have the trains that were given in the red route for bve 2/4 found here?

http://www.orenstransitpage.com/otpbveroutes/download.htm

if you have those, then you can use those files (with the owner`s permission of course) to help you create the 1000 series. the self-extractor has the trains in it (1000, 2000, etc.)

Using the original trains as a template, I have worked on the 4000 and 5000 series cars to the point where you can preview the BETA trains showcasing the propulsion work that's being done with them. The exteriors are aliased from the route object files folder belonging to Oren, and only serve as placeholders of more modern generation exteriors to be done in the future. Enjoy the progress:

The sounds used in the 5000 series are sourced from the new R179 hosted on openbveconnect, and there was no information in the train folder as to who generated those sounds, so if permission is needed to use them, give me a shout-out here.

And finally, to round out the current set, the Alstom powered 6000 series and 2000 & 3000 series rehabs:
{For Videos, scroll to the bottom of this page and beyond}
Remember, all of these trains are BETA previews. More updates to the propulsion can be expected as I work out any inconsistencies and / or bugs with the sounds. The final versions are expected to have new exteriors, but if it is taking too long to find a developer, I may seek permission from Oren (or whoever designed the stand-in exterior) to use as part of the downloadable "Version 1.0." We will keep you posted on development progress.

Here is an update on the sound development of the WMATA trains for OpenBVE. This is a new channel, as my old one was taken down by a non BVE related copyright claims issue:
