Try OpenBVE\Settings\Options.cfg:
VSync = False
LoadInAdvance = True

What graphic card?

You have an integrated graphics card. There is no such thing as an integrated graphics card that is reasonable for gaming, you would need a REAL graphics card (ATI/Nvidia, etc) if you want to play OpenBVE (Or any other game) without lag.

Not much you can do here other then shutting unnecessary programs down. The computer is too old to even bother upgrading and your system is weak even for a home machine.

Also, that "extreme" name is all this a marketing thing. Careless consumers just see the word "extreme" and think its good. Unless the computer says "Core i7 Extreme" everything else is a phony.

You probably need more RAM .99 or 1GB is nothing.
Your computers GHz speed is good but low RAM.

Do a system scanner to see if your computer can hold more RAM if it can they'll be suggestion for upgrades and their prices are good.
