Whenever I try to use BVE, a window pops up saying "Direct 3D can not be intialized". What does that mean, and how can I fix it so I can play BVE

Just use OpenBVE. BVE and BVE4 wasn't meant to run on Windows Vista and Newer. Screenshots would help.

I would say what [CT] said. Plus OpenBVE has the exterior view, pretty cool when you can sit on the Avenue U platform and watch your R160 (F) train fly by the station.
