BVE/OpenBVE Support / BVE 5 for Windows 7 Install Error?

I have been wanting to install BVE 5 on my Windows 7 (64bit) computer. I have downloaded the main program file and installed into My Documents folder,
as for the Scenario file, I extracted that into My Documents folder as well.
However, after starting the program, it prompts me to select a language, English or Japanese,
I click on either, then I get an error message.
1.0.2902.0, Culture=neutral,
PublicKetToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified.

Notes:
I have never installed previous versions of BVE before on the computer.
