I'm trying to get the R38 to work on OpenBVE but when I download it comes out as an 7z file. If anyone can tell me what I'm doing wrong that will be great

A .7z file is a compressed file, kind of like a .zip file. Download the open-source and widely used 7zip program (search 7zip on google) to open the file.

and what do I do next after installing the 7zip program?

After installing the program you open up the R38.7z file and you will see the train folder in there. Then you go to your openbve train directory and you drag the R38 in the .7z file in there

huh? Be more specific please?

Download the file.
Open the file(there should be about 4 folders consisting of a 2car,4,8 and 10 car set of 38 consist).
Put those files on your desktop.
Open your BVE\Train folder and drag those files in there.
