Seriously :P :P :P? They are there for many reasons.
1. Q27 is from Queens Village Depot. Queens Village received 3 bus types part of the Bus Test and Evaluation Program to test buses for future fleets.
2. Queens Village needs new buses. Did you not notice some of the garbage that is rolling around on those routes?

I don't mean what ends up in the Staten Island Landfill. I mean really crappy buses. Interior is all kinds of F****ed Up, leaking oil, smoke, shot transmissions, dirty paint job, etc.
