I think that he means having the entire train being made up of quiet cars instead of there being just one quiet car in the train.

Ok, that it might not work because how are you going to monitor if people are quiet or not? And if you catch them, what are you going to do? Arrest them? Here in Philly, people cram in every car behind the first one. And people dont even listen to the rule. That is becoming ineffective over here, so good luck to the LIRR, MNRR and NJT

Well, the MBTA has a quiet car pilot program which seems to be going well. The MBTA Commuter Rail on the Franklin and Fitchburg lines have A quiet car in every train. It's the car right behind the locomotive.

It really all depends on how it is implemented.

I have seen self enforced quiet cars and some quiet cars enforced by regulations.
Both work quite well, but can have their hiccups.

Every transit system is different.

Okay apparently he's not talking about the locomotive. He's talking about the first passenger car, or the rear cab car.

Quiet cars are basically the cars in the first and last cars of the passenger consist, where conversation volume is kept to a minimum and cellphones are either on vibrate or shut off. I rode it last week on a super express New Jersey Transit train, and I must say, it was pretty effective. It should be implemented on most commuter railroads because seriously, why do people need to yell at each other when they're sitting right next to each other? I honestly don't want to know what's going on in their personal lives.
