That is great. You should also make the back wall of the cab photorealistic too. That, along with the higher resolution side texture this exterior is in dire need of, will make the exterior of this train pretty much perfect. To make the interior equally good, you should make a better ceiling with a photorealistic texture, and create some ambient light that is realistically yellowish like in real life. Currently it really looks like the interior lights are turned off, it should look like they are on. But it might just be my imagination too, so just add a photorealistic ceiling texture where the lights can be seen on. If that still does not make it look like the interior lights are on, then add the ambient light I mentioned.

Great start, but don't use the R68-style controller from Nelson's panel. We already have way too many trains with that controller, I know that a standard GE controller is not available, but it would be nice if the finished panel would have a real SMEE GE controller. Just a suggestion  ;)

It is good, but it is a bit too horizontally rectangular. The cab window should extend a bit further up, being more of a perfect square and/or a little bit vertically rectangular

A scrolling rollsign would be much better

Let me give you a little hint... download the Alstom Metropolis train on the managed content thing (yeah all are public domain apparently).

Then go to:
C:\users\(your user name)\Appdata\Roaming\OpenBVE\ManagedContent\alstom-metropolis-c751a\Alstom Metropolis C751A\Extensions\Exterior\

open up vpis.animated, and take a look at the code. just experiment with the code and see what happens.

Also look at all the related vpis csv files for reference.

Yes, that would be really good. And as for the flipdot, a key assignment to switch the sign to the next display reading, and another key to switch it to the previous reading would be great. So that you can change it forward or backward as fast as you want instead of the old system where pressing a key starts automatically "scrolling" it in one direction and another key stops it

Try using better textures for the pilot lamp and pressure gauge taken at a straight angle, that does not really look possible to skew. Also, since the control panel on the left is attached to the side wall of the cab (Where the door is), you should make the entire area left of the window look like there is a wall there. And the control panel attaches to a vertical round bar from the bottom too. Here is a photo of  the area I am talking about, for reference: http://www.flickr.com/photos/29997762@N05/6777784871/#

Yes, the cab window should be a perfect square, and perhaps even just slightly a vertical rectangle, like in this photo: http://img413.imageshack.us/img413/6287/1000099xg5.jpg
