does direct x have any effct in openbve negatuve/positive??

openBVE uses openGL.
Direct X is not used by openBVE, so Direct X has no affect on openBVE gameplay.

Yes you can. Direct X has no effect on it, if you have it on your computer. As for actually running the program with Direct X, you can't because openBVE only uses openGL. It does not use Direct X.
