I recommend OpenBVE route editor http://sourceforge.net/projects/obre/

Works like notepad editor, except it will highlight the commands and provide the syntax for the commands) Also there is a goto line.

I have used it quite a bit, but it is still in beta mode and you have to run the one in the Build_Debug directory.

Also I have added to the XML file which gives you help on the commands. Build_Debug\RouteEditor\reference.xml (I can uupload my version upload my version somewhere)

Mine will just crash and refuses to work. Is there any special requirement that is required for this to work? The readme contains no useful information...

It might require Microsoft ". net" to be installed. It looks like the author used Microsoft Visual Studio based on the source files.
