I'm not sure what sounds you're using but I'm sure they're good. And once I get my laptop back hopefully within a week or so I'm gonna have a lot of stuff for you in 1 folder.I sent some stuff to Simon for backup and I backed up stuff in my email and on a flash drive. It includes(hornsounds, brake release, and more).

I will be using this:

Central Park west would be run0 then right?
And what is the difference between flange0 and flange1?
isn't really much of a difference, it's the sound the train makes running through a curve

Run0 is correct. All of the CPW tracks are underground concrete.

The Windows Movie Maker adds like static to files so I uploaded em here if you want to listen to them more clearly.

How much would I have to speed up or slow down a R62 Run Sound (Run2 - Elevated concrete (7) between 33rd and 46th St) to use it for the R68?

Openbve - R68 Select Sounds Preview

depends on how fast it was going, try 64000 kHz in Audacity and see how it comes out
