What he really meant to say was:
"I'mna charge them out the ass if they think they're gonna get over here for $2.25...how about $7.50?"
You guys have to realize that once they cross state borders the rules change. If MTA decides not to support it and then the Mayor secures funding and starts construction, that leaves MTA in charge of the fares. Not only that, it also appears that all of the funding would be brought to NY, which means that NJ will only see the benefit of ridership as opposed to revenue.
