That must be because you dont have the file AtsPluginproxy.dll. The exact same thing happened to me. I have the link to the file. Add it into your game directory where the Data and UserData folders are.

If this doesn't work, then it is a compatibility issue with your computer and the plugin. That is all I can do for you.
