New Signal Implementing.

How would I go about implementing TJ's signal pack to a route?  Say the Highland-8 for starters?

Find all of the signal commands and write them down, then remove them (You can remove them as you write them down) and follow TJay's instructions for adding his signals in, they generally use the same sequence of commands so it's a matter of copying and pasting, then changing the signals to your liking

Are there any signals that control the speed of the train like the ones on the Lexington Avenue express track. the ones that changes to clear if your speed is down to about 15 mph.

Yes, there is a signal that clears at 20 MPH
