Click "Options" on the sidebar in the OpenBVE menu window. Then set the Width to 1280, and the Height to 720. Do this in either the "Window mode" section or the "Fullscreen Mode" section, depending on which mode you want to play the game in.

Once you do that, a recording of the full openBVE window should be in HD.
